My daughter & her husband have a deck that has been stained/painted with a opaque Cabot Deck Stain. They had it done by a paint company. For some reason they are having problems with sap coming up thru the finish. Is the cabot wood stripper any good as far as cleaning the old stain so that they can use a transparent stain if they want. The deck is 3 years old so it should not be a problem of not drying out before being sealed.

A couple of the boards are in real bad shape with the sap. Would I be better off replacing those boards and just staining those with the same stain used previously

Nothing is going to stop that sap from coming out. Just replace the boards.
Going from a solid or opaque stain to a transparent stain is not going to work out. The old stain is now part of the wood if it was done right and is not going to just rub off with a cleaner. Transparent stain also last the shortest time.
