i have a rental property that i recently had the
the back porch steps replaced. the steps come off a porch of a upstairs apartment. the carpenter built the steps out of treated lumber.
the steps are not level and when i asked the carpenter--he said that he put a slight slant to the steps to promote water drainage. the tenant said she is having trouble with walking down the steps since the risers slant down to the right. did the carpenter build the steps properly or should they be level.

Your carpenter is full of crap. Steps or stairs must be level in all directions. I agree with joe.

Disagree on this one. The steps should slightly slant away from the house for drainage unless you have tongue and groove installation that naturally has gaps. Your contractor probably put too much of a slant.
