Can railroad ties be covered up with a brick or stone-like material. I have a 20 foot long garden wall about 16" high made of railroad ties.

        Nope, never going to stick.
        What's your budget?
Simple enough to just remove that wall and build a new one out of dry stacked landscape blocks.

One could surface cover it with cedar siding or garden lattice to disguise the ties. Might need to use stainless steel fasteners or other common metals may decay in the creasote?

        Liz,
If the ties are not warped, old, and decomposing, you can cover them with 1. moisture barrier (black paper)
        2. Metal lath
        3. mortar skim coat over lath
        4. After skim coat is dry, you can use morter or concrete adhesive (SRW) to apply Cast Veneer Stone. some call it cultured stone. such as Owens corning. If the ties are old and rotted, get rid of them.
