I recently bought a new home that had an 8 x 8 wooden shed sitting on a concrete pad. It was completely rotten so I tore it down. I want to put a new shed in the same spot but raise it up to keep it out of the water. Can I lay block on top of the concrete and then build my 8 x 6 wooden frame on top of the block?

You can. Are you planning on using this block as the floor to the shed, or are you getting a shed that already has it's own floor? If the shed comes with a floor, then you just need enough block to support the perimeter and one or two places in the middle.
