We have an outdoor bathroom (yes, an "outhouse") on our deck. It served as a convenience when we had a swimming pool. The flooring was an outdoor rug. We filled in the pool, and we are redoing that bathroom. I want to floor it with some vinyl grouted tiles that we have left over from remodeling our kitchen. We live in Indiana, where we sometimes get 90+ temperatures in summer and below zero occasionally in winter. Would the same glue that works for laying tile indoors also work for an outdoor building that sits on a deck?

Use thinset, not mastic. It's what you would use on floor tiles anyway.
