Want to finish my attached garage with drywall. ceiling and of course the shared wall with the house is drywalled. I don't have any heat in the garage but thought if I was going to put up drywall I should insulate at the same time.

You do not need a plastic VB even it is heated and cooled. Good idea to have an exterior barrier like Tyvek to keep moisture away for the insulation but even that is not 'necessary'. On the interior, if you used faced insulation that will work as an interior VB.
Definitely a good idea to insulate before drywall. Even if you never heat the garage it makes it more comfortable - especially in summer.
