I don't know what your budget is so there are many ideas to play with. Is it party plans or present plans?
Well, for presents: Gift cards, for 13 MP3 down loads, 13 movie rentals (her choice, within reason), home-made voucher/coupons for "Your Choice" for dinner, movie, or whatever she wishes to have an occasional choice for.
Well, for party ideas: one I heard (and was probably cheaper than the last party i had for my kids at a pizza place that shall remain nameless), is to rent a limo and let them drive around and pick up selected friends, you have apple cider on ice like champagne and they eat cake in the car. This may not be a feasible choice, but it always sounded cool to me. You might be able to rent a local pool (our comjmunity pool is very reasonable), or even a screening room at a local theater (I live in a small town, so what is resonable here won't be elsewhere).
Mainly, it is just to let her know how special she is to you, and that you recognize the milestone she has been waiting at least the last three years for.

i don't know if my thinking is correct, i could be nuts. but why don't you take her to a salon for a [whatever ya'll do in there] make over. then shopping, and not wally world. then maybe ya'll could go out for a girls nite out, just mom and daughter something special. [that rest. you have been wanting to go to] where she wants to go a special day for a special time in a special girls life is that crazy idea, or if you want invite a friend of hers to enjoy the day with both of you time is more valuable than money
