Not commercial so I have to build a house but they won't let me get sewer...does anyone know what my next step should be?
In most places you have to start with the health department - especially for a septic system.
I think in your case I would start with either the local building code department or the local Metropolitan Planning Commission. While they are not the ones to issue the permits they should know the process and can give you direction on how to start. The process varies from one community to another - and usually can be quite confusing.
Unless the local sewer system is overloaded to the point that they are not making any more hookups, it should be just a matter of following the right process to get started. Make a few phone calls and hopefully you'll get a local person who knows your local process.
They must give you an explanation for the refusal.?
