#1 It should never ever been used in a wet area. #2 It should never evey have been used in a wet area. That stuff is trash and will do nothing but fall apart, delamininate and cause way more damage and mold behind the panels.
Remove it and add an acrilic enclosure, even a cheap paper thin one will do better then that stuff.

paint will not stick unless the melamine top coat is sanded off. at that point, if the Masonite has not crumbled away already, it will before you know it, paint or no paint.
that stuff is called "milk house panel" in my neck of the woods, and it is assumed on the farm that it's going to have to be replaced early and often. its only good point is you can wipe it with disinfectant for maybe half a year before you have to replace it.
