The conduit from the ground is coming up from my concrete patio. It has3 wires coming out of it, two of which are cut. The third wire goes into an outlet for a clothes dryer that isn't being used. Is there a way to use conduit to connect the two ends?

There do not even line up, and the old EMT is rusted out. Not a great plan.

What would you do with it? Like I said, the outlet inside is not being used, remove the whole thing or is there a way to connect the two ends?

If you were to reconnect it what would you use it for?

If you really have no need for it I'd remove that old breaker or at least remove the wires, and cut that old EMT even with the slab and remove and fill the hole where the LB is. A simple wood plug could be made with a hole saw and some Dunhums Water Putty as a filler and adhesive.

Others have given the proper advise as usual. But to answer your query, my guess as to what it actually was was the feed for a dryer, that you mention no longer is energized. And rightly so as problems abound by the looks of the photo. I would dead head the wire or pull out as much as you can. All the way back to the load center, if you feel comfortable doing that. If not please hire out.

To follow up: I disconnected the wires from the panel, pulled out as much of the wires as I could and next I'm going to cut as close to the surface of the concrete as I can with a roto zip attachment or use a hacksaw and then fill in the conduit hole with a cement mixture.

Good news, great work..

If the code speaks to the issue of abandoning wiring, and if it's allowed, I'd just caulk it with some latex caulk.

Who knows. One day you might want to fish a wire into your basement, and that old conduit isn't doing any harm there.
