Hello, can anyone tell me if I have live wires that have been capped, if its ok to used electrical tape and tape them to a cabinet out of the way if un-used? This scares me a little but I would have to tear my counter and cabinets apart to find the box and I just can't afford to do that.

Wire nuts and tape is a NEC allowable practice.
If those wires are exposed [in a cabinet] placing them in a NEC approved box with an approved connector and a blank cover is required. If in a wall you can skip the box.
When you think about it live wire runs though out your house. Having a set that is live but does not power anyone circuit is really no different.
