experience shows that any coating on the brass will make the touch control massively insensitive. paint them so the paint stays on, and it's not going to work. you have to touch metal.
without going into the electronics much, and I've built a set from scratch, the CMOS gate that signals power is already heavily isolated with a 2 to 10 meg resistor, for chip failure protection. the thing works by picking up stray hum on the touch surface from your finger. so insulating it is a no-go.
