Our local framing shop takes regular pictures and paints some kind of clear liquid on them that dries to make the picture look like it's been oil painted. It shows all the brush strokes.

Can anyone identify this liquid and possibly tell me where to get it?

Not sure if brand names can be mentioned here. I have been told Mod Podge Brushstroke gives that effect. Perhaps, just ask them what they used. Anyhow, check it out. I just bought a bottle yesterday and will try to experiment on my painted canvases soon. Good luck.

I have done this for customers, before.

You will probably want to use a Heavy acrylic Gel Medium to get the effect you want. Be sure to use a gloss medium, as it dries the clearest, for the best clarity of seeing details. Matte or satin will be more slightly cloudy or waxy in appearance.

Spray the print with an acrylic gloss clear coat first, to make it water resistant/proof, or you can possibly have bleeding and running of the colors. Then use a 1/2 to 3/4 inch stiff bristled, flat oil painting brush to apply the medium in a 4 x 4 inch area. Use the brush to either leave brush strokes creating small overlapping x's or little overlapping half circles over the entire print. You can also leave natural brush stroke lines at the edges of objects, or smoother areas in other locations where the painted print shows less texture.

Be sure to have good light to see where you are applying it. A side light is often helpful.
