Sounds like decoupage to me! I am assuming the tv trays are made of wood? Whenever my DH & I refinish a piece of wood furniture we use Minwax Polycrylic finishes. The finishes are water based so they won't yellow, and when applied properly will resist damage from scuffing, chipping, water, and other common household chemicals. It is a recommended topcoat for painted surfaces and should work well for your decoupage project. 1) Be sure the glue you used to attach everything to the trays is completely dry. 2) Apply the Poly finish one coat at a time allowing each coat to dry completely before applying the next. You may want to 'lightly' sand in between coats for a smoother finish. Because it is decoupage I would apply a minimum of 3 coats if the trays will be used often.
