Go to the cleaning aisle of any home center or any janitorial supply store and get some HYDROCHLORIC acid based toilet bowl cleaner. A fairly low concentration hydrochloric acid like that will dissolve the rust without harming the vinyl siding. Use a soft bristle brush (even an old toothbrush) to keep the acid in contact with the rust fresh. You don't want to use a stiff bristle brush because it'll flick tiny drops of acid all over the place. The acid will dissolve the rust given a bit more time, so using a soft brush makes more sense here.

Wear rubber gloves and maybe wipe the siding clean with a sponge and bucket of water rather than spraying the acid off with a garden hose and possibly killing the grass.

"The Works" is one of those products. Wal-Wal, any Dollar store may have it.
CLR also makes one just for rust. It's sold in the cleaning supplys area in any grocery store.
When I use the works the rust goes away almost instantly. Just make sure to rince it off really good so it does not damage the siding.
Now's the time to figure out why there's rust there in the first place so it does not happen again.

I've used it on siding and composite decks and it's always worked for me. It's super strong stuff so I'd were rubber gloves and goggles.
I live in an area where there so much iron in the water you could boil water and have enough iron left over to make some nails.
People with unsoftened water with sprinklers or a leaking sill **** use it to clean the siding all the time.

CLR works great!!! You can buy it from any hardware store. Also Sno-Bowl toilet bowl cleaner is also good, watch your plants though.
