I'm still trying to figure out exactly what it is I'm looking at.
It sure looks like someone used 2X4's for floor joist, then instead of an LVL that would have fit in that pocket used an undersized steel beam.
A little history on why this ended up like this is alway intertaining to hear.

Looks like above the beam are I-joists.
A little more info would be helpful but it appears the problem is the rather tacky stacking of scrap steel plates as support for the steel beam. While there is no question that the plates will be strong enough - there is no compression to worry about with steel plates - it doesn't look the most secure. The ideal would be a wider base of material to support. Alternative would be to block off the bottom of the notch and add a mortar pour from the top - this would encapsulate the steel plates and guarantee that they would never move.
Again - The steel plates are more than enough to carry the compression load of the I-beam. It's just a tacky looking install.
